Binayak Timilsina was born and raised in Modi Rural Municipality, Parbat, in Nepal's Gandaki Province. He completed his School Leaving Certificate in 2071 BS and his Diploma in Science under the National Education Board in 2074 BS.
He went on to earn a Bachelor's degree in Agriculture Science from Tribhuvan University in 2079 BS. Throughout his student years he was deeply involved in youth organizations — leading 4H Nepal's IAAS Section as President, serving as Secretary of Dynamic Youth Nepal Lamjung, and coordinating international student exchange for IAAS Nepal LC Lamjung.
In July 2024 he joined the civil service of the Government of Nepal as Administrative Officer at Dharche Rural Municipality in Gorkha District, Gandaki Province, where he served until December 2025.
Since December 2025 he has served as Section Officer with the Government of Nepal, posted as Assistant Chief District Officer at the District Administration Office in Jumla, Karnali Province.
